Schools can lease their land to an early learning service if there’s space for one.
Setting up an early learning service
If your school wants to explore facilitating an early learning service on your school site, you should first discuss it with the board.
There are several ways an early learning service can be established on kura or school land.
- If you’re interested in having an early learning service at your kura or school, have a chat with a regional Ministry of Education ECE Lead Advisor. They can help assess local demand, identify the type of service needed, and support the process for seeking expressions of interest from providers.
- The Ministry of Education may identify a need for an early learning service in your area and approach you to discuss establishing a service.
- Early learning providers interested in operating on NZSPA Board-administered Crown land should contact their regional Ministry of Education ECE Education Advisor.
You’ll need to get consent from both your school board and from us.
When you’re ready to set up a lease, contact your property adviser, who can support you with the process and discuss options with you.
Lease agreements
We have a standard lease agreement to be used when a school is the landlord for an early learning service. Schools that use this agreement will continue to receive 5 Year Agreement funding (5YA) and property maintenance grant funding from us for the land and building the early learning service uses.
Lease agreements for third-party use of school land
Your property advisor will ask you to complete a third-party occupancy application form. Part G of the form has an application checklist – we recommend you read through the checklist before you get started.
The form must be signed by 2 board members.
