Property contractor health and safety prequalification
As part of the hiring process, all contractors who work on school property projects must be reviewed in a 'prequalification' step.
Contractor prequalification
Prequalification checks that a contractor has the ability to meet our health and safety requirements.
This is done by:
- verifying examples of previous site safety plans, or
- checking training and competency records.
Contractors can provide proof of prequalification through a listed industry provider, or directly during the tender process.
Prequalification criteria
There are prequalification criteria for building and construction activity which you must meet.
- Third party accreditation that aligns with standard ISO AS/NZS 45001:2018.
- Health and safety policy and procedures in place.
- Examples of site-specific safety plans (SSSPs) used for previous projects.
And/or
- Health and safety policy and procedures examples that will be relevant for the project involved.
- Examples of task analysis, job safety analysis, or safe work methods used for previous projects.
- Hazard identification and risk assessment process examples.
- Hazard reporting process in place and used.
- Incident register is in place.
- Procedures for reporting and investigating incidents.
- Procedures for reviewing investigation findings and applying remedial measures.
- Evidence of site inspections undertaken with processes and checklist.
- Evidence of site inspections on previous projects.
- Evidence of hazardous substances register in use.
- Policies and procedures for storage, handling and disposal.
- Competency and training register in place and used competencies and supporting training identified for specific risks.
- Examples and topics of toolbox talks or other site health and safety briefings or meetings.
- Health hazards identified and risks assessed.
- Health monitoring used where required (for example noise level measurement).
- System used to induct subcontractors to the site.
- SSSPs or task analysis provided by sub-contractors and aligned to site's SSSP.
- Consultation between persons conducting a business or undertaking (PCBUs) – for example, site meetings, joint toolbox talks, sharing information on hazards.
