10 Year Property Plan information for consultants
A 10 Year Property Plan (10YPP) must be prepared and finalised by an NZSPA-approved consultant. We provide training, support and resources for consultants who work with schools to develop a 10YPP for upcoming property work.
About the 10 Year Property Plan
The 10 Year Property Plan (10YPP) is the main property planning tool for schools. It’s a requirement of their property occupancy document (POD), and helps ensure the school is well maintained and able to support learning and teaching. A new 10YPP must be prepared every 5 years so schools can access their 5 Year Agreement (5YA) funding.
10YPPs must be prepared by a trained consultant who works alongside both the school and us to draft and finalise it.
Becoming a consultant
10YPP consultants are selected through a procurement process advertised on the Government Electronic Tenders Service (GETS).
We’re not currently seeking any more consultants for 10YPP work, but any future open procurement for consultants will be advertised on GETS.
Training for consultants
We deliver our 10YPP training programme as a distance learning package. The material includes workshops, modules, exercises and assignments.
To complete the training, you should expect to spend up to 3 hours a week over 4 weeks. The training covers:
- our tools and methodology for condition assessments
- identifying and prioritising projects, and applying our policies
- preparing a 10YPP
- working in partnership with schools and us.
All 10YPP consultants must complete and pass the 10YPP training programme. This training is only given to suppliers who have been successful in tendering for a 10YPP bundle.
Performance assessments for consultants
We complete performance assessments for consultants annually and at the end of the contract. They help us understand consultant performance and identify areas for process and system improvements, in addition to advising consultants on areas of development.
Getting started
Once you’ve been engaged as a 10YPP consultant, you’ll need to request an Education Sector Logon and complete training for our property portal. This will give you access to:
- the 10 Year Property Planning Tool, to develop (with schools) a work plan of maintenance and improvements for the next 5- and 10-year periods
- the Helios portal, where you can access detailed school property data including programme and project data, and reporting
- MPlan, a web-based tool provided by WebFM. Schools and 10YPP consultants use MPlan to capture school condition assessment data.

When your access has been granted you’ll receive:
- an email from WebFM with a link to set up your MPlan login
- an email invitation from training services to attend compulsory online training
- information on how to access the Property Portal, the 10 Year Property Planner and Helios (this can take 2-6 business days).
Only 10YPP consultants and administrators get access to the 10 Year Property Planner. When you get your login, create your account and your requested schools will be added.
