How school property is planned, prioritised and funded
NZSPA is responsible for planning and managing New Zealand's school property portfolio, ensuring investment is affordable, sustainable and targeted to greatest need – to deliver safe, fit-for-purpose learning environments at the best value for money.
Understanding future needs
We partner with schools to understand existing and future property needs. The Ministry of Education identifies where additional teaching capacity may be needed, particularly in areas experiencing growth or changing demand.
NZSPA works with schools to assess needs, explore options and plan projects where appropriate. In some cases, we undertake early planning before funding decisions are made so projects can progress quickly if approved, although this does not guarantee a project will proceed.
How projects are prioritised
Funding for school property comes from the Government through Vote Education. Because funding is limited, not all projects can progress at the same time.
When considering investment decisions, we assess factors such as:
- student population growth and demand
- urgency
- condition and performance of existing property
- health, safety and compliance requirements
- value for money and affordability
- Government priorities for school property.
Our Board considers these factors alongside the Government's expectations and available funding to determine which investments can proceed.
We're focused on improving our service to schools, including:
- being more responsive
- providing greater transparency, and
- ensuring clearer communication.
Keeping schools informed
Once funding decisions have been made, we work with schools to confirm which projects will proceed and what the next steps will be. This may include completing detailed design, final planning and construction delivery.
We're committed to helping schools understand how property decisions are made. We recognise schools have not always found it easy to understand how projects are prioritised, whether they're eligible for investment, or where they sit in the decision-making process. Improving transparency is a key focus for NZSPA.
As we continue to improve our services, we'll provide greater visibility of how projects move through the planning and investment process.
While funding decisions will always depend on Government priorities and available budgets, our goal is to provide clearer information and greater transparency to schools and their communities about how the system works.

Whether a project is delivered by NZSPA or by a school board, our focus is on helping schools achieve the best property outcomes. We provide advice, support and project delivery services to help schools maintain, improve and manage their property so it continues to meet the needs of students, staff and communities.
We're aiming to provide opportunities for more school-led delivery of property projects where we'll partner with the school to ensure the outcome is successful for students, teachers, schools and their boards.
